357. Following answers to lettered paragraphs of Department’s 295, October 28, are based on Schwarzkopf’s recommendation.
- (a)
- To advise and assist in reorganization of Imperial Iranian Gendarmerie.
- (b)
- Colonel Schwarzkopf should be appointed assistant to Minister of Interior in charge of gendarmerie affairs (he believes this only solution to problems of authority, Departmental jealousy, chain of command etc.).
- (c)
- One year with Iranian option of renewal for one year.
Schwarzkopf makes following additional recommendations:
- 1.
- Mission should have right to cancel contract and depart from Iran in case of Axis invasion or force majeure.
- 2.
- United States Government should retain right to recall mission in its discretion (Schwarzkopf feels this will be valuable weapon in case of Iranian failure to cooperate with mission).
- 3.
- Salaries already agreed on should be paid in United States dollars (mission wishes this as protection against serious threat of inflation in Iran).
- 4.
- Transportation expenses of mission to United States on termination of mission for any reason should be guaranteed.
Iranian Government will provide suitable furnished quarters.
