The Secretary of State to the Minister in Iran (Dreyfus)

154. Department’s 138, May 22 [27]. War Department prefers not to undertake organization of mission to Iran at this time. Reasons given are: 1. Difficulty of releasing experienced officers for such duty; 2. Primary responsibility of British for Middle Eastern operations; 3. War Department doubts that foreign mission could have much effect in correction abuses in Iranian Army.

However, it is understood General Greely will be instructed to make a report upon all phases of situation, and if he recommends assignment of additional officers further consideration will be given the proposal.
