The Ambassador in the United Kingdom ( Winant ) to the Secretary of State

3037. The substance of Department’s telegram No. 2417, May 27, 9 p.m., with the exception of the confidential paragraph11 was conveyed informally to the Foreign Office. Sir Maurice Peterson12 tells us that the British “will certainly do nothing” to complicate matters in the light of our proposed voluntary offer of an American military mission to the Iranian Government.
