The Iranian Minister (Schayesteh) to the Secretary of State
The Minister of Iran presents his compliments to His Excellency the Secretary of State and has the honor to inform him that the Iranian Government intends to engage a high ranking American officer to take charge of the entire finance and army supply divisions of the Iranian War Department. This office is called “Intendant General,” which, I believe, corresponds in the United States to General Service of Supply.
The Minister would appreciate it very much if the Secretary of State would consent to give him the name of a suitable officer to be engaged by the Iranian Government.
