The Chargé in the United Kingdom (Matthews) to the Secretary of State

1298. I duly informed Sir Alexander Cadogan in the sense of the Department’s instruction No. 1034, March 11, midnight. He tells me that he is awaiting a report which was requested from Sir Reader Bullard3 following my earlier conversation with him, (my telegram No. 1050, March 5, 7 p.m.). He assures me, however, that the Foreign Office “unreservedly welcome the principle of Anglo-United States cooperation in Persian questions” and fully share the view that such cooperation is the best means of strengthening the position in Persia to the advantage of the cause of the Allies.
