133. Your 147, May 10, last paragraph. Could not the Central Supply Committee recommended in your 119, April 2315 and authorized [Page 131] by Department’s 106, April 3016 act in a general supervisory capacity to direct distribution of the tires in question as well as other commodities furnished by the United States under Lend-Lease or otherwise? Would it be practicable and advisable to consign such goods to the Iranian Government in care of your Legation or the Central Supply Committee—distribution policies to be decided upon by the Committee and actual distribution to be done by existing UKCC or Iranian agencies under supervision of the Committee? It is Department’s tentative thought that such an arrangement would have desirable effect of integrating entire supply and distribution system.

If you concur, please indicate what if any additional staff you would need to participate fully in the work of the Committee on this basis.

Please keep the Department informed of progress made in setting up Central Supply Committee.
