We are informed by a reliable official of the Foreign Office that a note was received today from the German authorities asking France to sever commercial relations with the United States unless German officials in North Africa are permitted to inspect shipments to and from America and that a German Control Commission be permitted to take passage on the ships plying between North African and United States ports.
