My 302, April 10, 2 p.m. The Chinese Ambassador stated today that the question of the supply lines was still under consideration by the Soviet authorities and I expressed the personal opinion that the Soviet Government was reluctant at this time to facilitate the movement of supplies to China through the Soviet Union for fear of provoking the Japanese.
