The Ambassador in the Soviet Union (Standley) to the Secretary of State

302. I was informed by the Chinese Ambassador1 last evening that his Government has proposed to the Soviet and British Governments that war supplies should be sent into China by way of Iran, the Caspian Sea and the railroad leading therefrom to Tashkent and thence overland via the Urumchi route and that this proposal has also been brought to the attention of our government. He said that inasmuch as the difficulties of transportation by this route are recognized the Chinese Government had limited its request to 4,000 tons of supplies a month.
