Begin paraphrase. All lend-lease items of a critical nature at Rangoon should be moved by you to the interior of China by every means available to you. The above is a direction of the Secretary of War. To accomplish this lend-lease funds necessary for wages, bonuses and transport may be obligated by you through Major Haywood, such action on your part being authorized, as a military necessity.
