The Consul General at Shanghai (Lockhart) to the Secretary of State

Shanghai, April 30, 1941.
[Received April 30—12:50 p.m.]

Senior Consul formally notified Shanghai Municipal Council this morning that concerned powers have given their consent to the establishment [Page 861] of provisional council as set forth in resolution no. 4 adopted at the ratepayers’ meeting on April 17. It is expected that the new provisional council will assume office within next few days.

Sent to Chungking. Repeated to Department and Peiping. Air mail to Tokyo.
