The Consul General at Shanghai (Lockhart) to the Secretary of State

Shanghai, April 26, 1941—noon.
[Received 3:30 p.m.]

Your [Chungking’s] April 25, 11 a.m.9 I have notified Senior Consul today in writing that the Government of the United States consents to the establishment of the provisional council under the terms of resolution number 4. Several other governments, including the British, Japanese and German, have also communicated their consent.

Sent to Chungking. Repeated to the Department and Peiping. Code text by air mail to Tokyo.
