Memorandum by the Adviser on Political Relations (Hornbeck)
This matter42 was taken up by Mr. Welles with Mr. Currie, Mr. Hamilton and Mr. Hornbeck being present. Mr. Welles informed Mr. Currie that it was the President’s desire that the channel of communication between Chiang Kai-shek and the President via Mr. Currie be left available for important messages and that as such messages come and go Mr. Currie should provide this Department with copies of the text and the Department should be free to inform the American Ambassador to China of the contents. Mr. Currie said that this was altogether agreeable to him. Mr. Welles requested that Mr. Currie inform Chiang Kai-shek of the decision. Mr. Currie signified that he would do so.
