847. With reference to the provisions of our Trade Agreement with France29 applicable to Indochina, you should address a note of protest to the appropriate French authorities in regard to the preferential treatment accorded to Japanese products enumerated in list A, annexed to the Indochinese-Japanese customs agreement of May 6, and make formal reservation of American rights. A similar instruction has been sent to Saigon.
