The Secretary of State to the Ambassador in the Soviet Union (Steinhardt)

1064. For Harriman from the President. I am anxious that Ambassador Steinhardt should be in a position to use his contacts and experience in the Russian capital to the maximum advantage of your mission. With this in mind it is important that he be kept not only fully informed by the American members of the mission as to what has gone on up to date but also the day to day progress of these Anglo-American talks.

I have also in mind as of importance that the Soviet Government should turn to Ambassador Steinhardt for related information concerning the United States rather than it should rely solely on such interpretations as Ambassador Oumansky may give during his stay in Moscow. [Roosevelt.]
