902. Department’s 850, June 28, 6 p.m. For your background. Since the U. S. S. R. has been included among those countries which we are endeavoring to assist in resisting aggression, its requests for priorities in production and for the issuance of export licenses are to be given preferences corresponding to this position. A special committee has been set up to deal with the Soviet purchasing agency and a special procedure inaugurated with a view to expediting action on such requests. Upwards of nine million dollars of finished equipment previously ordered has been given licenses for export on applications previously rejected. It is expected that substantial further shipments of articles and materials requested will go forward in the near future.
