The Secretary of State to the Ambassador in the Soviet Union (Steinhardt)

Your 423, March 3, 2 p.m. Early in the afternoon of March 1, during a discussion between the Under Secretary and the Soviet Ambassador,11 the conversation took such a turn as to render it opportune for the Under Secretary to convey to the Ambassador the information which the Department had suggested that you pass on to Molotov. You may therefore disregard the suggestions contained in the Department’s 240 of March 1, 11 a.m.

We appreciate the force of the considerations advanced in your telegram under reference and wish to assure you of our desire to defer to your judgment in matters of this kind.
