The Consul at Nouméa ( MacVitty ) to the Secretary of State

22. Department’s 16, October 15, 7 p.m.7 The situation with regard to landing bases here is: three land bases are under construction, one nearing completion and the other two being cleared for emergency landing fields. These bases are being constructed by the local government for Australia with materials furnished by that Government. All these bases can be greatly improved and it is my opinion that the War Department’s needs would be best served by cooperating with the Australian Government in the improvement of the projects already under way here; in view of this I am not taking the matter up with the High Commissioner upon his arrival here, pending further instructions.
