The Minister in Bulgaria (Earle) to the Secretary of State

325. Bucharest’s 696, July 25th.92 Bulgaria is completely tranquil with Government forces in absolute control. I spoke to the King here yesterday. Prime Minister and Foreign Minister are on way back [Page 323] from Rome and all other important members of his Government are in Sofia.
Pro-Russian sentiment has to some extent been neutralized by Germany’s gift of new territories to Bulgaria.
Only in the event of severe German reverses in Russia could there be a probability of a serious Communist uprising.
The use of Bulgarian air fields by the Russians is out of the question. The presence of Rumanian troops in Bulgaria is also almost certainly untrue. It would be fiercely resented by the Bulgarians who despise and detest the Rumanian people, officials and soldiers.
