A member of the British Embassy has informed me in confidence that Soviet officials have on several occasions expressed their resentment at the remarks made in public by Lord Halifax several weeks ago in which he indicated that Great Britain desired to prevent the shipment of certain commodities from the United States to the Soviet Union on the ground that their ultimate destination was Germany. He emphasized, however, that no formal protest has been made.
