The Ambassador in the Soviet Union (Steinhardt) to the Secretary of State

1194. The informant known to the Department informed me this morning that the German, Finnish and Rumanian armies are attacking the Soviet Union along the entire front and that Sevastopol has been bombed this morning.89

I shall appreciate any action the Department may be able to take to stop the flow of visa and other routine telegrams to this office as they are likely to interfere with the receipt of telegrams of greater importance.
