The Chargé in Germany (Morris) to the Secretary of State

2484. At 5:30 this morning, German summer time, Goebbels,87 read on the radio a proclamation of the Reich Chancellor to the German people outlining the course of German-Russian relations since the beginning of the war and announcing the inauguration of military action against Russia on the entire front from the Arctic Ocean to the Black Sea.88 It was stated that the armed force of Finland and Rumania would participate in the German effort.
