The Secretary of State to the Minister in Finland (Schoenfeld)
20. The Embassy at Moscow has recently reported to the Department a number of comments appearing in the Soviet press concerning alleged economic distress in Finland and contrasting particularly the unhappy lot of the Karelian refugees in Finland with the fortunate lot of the peasants in the Baltic states. The former are alleged to be roaming the streets and countryside of Finland in search of food and work. The Embassy comments that the appearance of these articles may be an attempt by the Soviet authorities to prepare the ground to further their aims vis-à-vis Finland coincidental with a major move on the part of Germany against England or in the Balkans.
