124. My despatch No. 1466, May 23.66 After repeated inquiries negotiations for the nationality agreement were finally renewed on July 1 when a new Turkish draft was presented and briefly discussed. [Page 1008] This draft was affirmed an improvement in some respects on the previous one but presented some new difficulties especially as regards claims. However, before we could obtain clarification of a number of points we were requested to ignore this latest draft inasmuch as the Minister for Foreign Affairs was giving the proclamation [sic] his personal consideration. I accordingly wrote him a personal letter again setting forth our position as regards claims and [apparent omission] and expressing the hope that his Government might find it possible to agree to the terminology of our assurances on these two points. He told me this morning that he had not yet read my letter but that he had all the papers at his house and hoped to be able to go over them soon.
