Department’s 26, April 26, 4 p.m. Being apprehensive of a deadlock in our negotiations I discussed the matter yesterday with the Foreign Minister.⁶⁵ He said that he himself was not yet fully convinced that our proposals were altogether satisfactory. He promised, however, to interest himself personally in trying to work out a satisfactory arrangement.
