Department’s 26, April 26, 4 p.m. Being apprehensive of a deadlock in our negotiations I discussed the matter yesterday with the Foreign Minister.65 He said that he himself was not yet fully convinced that our proposals were altogether satisfactory. He promised, however, to interest himself personally in trying to work out a satisfactory arrangement.
