93. Referring to the Department’s No. 60, December 27. Pan American Airways had acceded to Liberian Government’s original demand that monopolistic clause be excluded. In the final draft of contract President Barclay incorporated monopolistic clause and stipulated that company furnish services within 1 year. Because concessionaires failed in the past to exercise rights President Barclay reasons that a specific time limit would mean nothing to Pan American Airways unless granted a monopoly.10
