60. Your 91, December 24, noon. Department notes President Barclay has approved contract with Pan American Airways which grants monopolistic privilege as against other American companies. This Government does not look with favor upon contracts being entered into by American air carriers which contain such provisions excluding other American carriers.
Therefore, telegraph briefly conditions under which contract was signed with particular reference to monopolistic feature, and confirm by mail report.
