36. Department’s telegram No. 22, May 11, 4 p.m. After conference with Minister for External Affairs he offered to submit proposals at the earliest possible date stating Ortiz27 was conferring with officials of the Central Bank.

From conversation this morning with Alejandro Ponce Borja28 it appears that the Government is in a quandary but an appointment has been arranged for a conference with the competent Government officials on Tuesday.
