I understand that the telegram which Your Excellency sent to me yesterday signifies full recognition on the part of your republic of the national government as the sole and legitimate one of Spain. As soon as Your Excellency explicitly confirms this to me the request for a placet which you make for the designation of an ambassador will be considered and I shall ask Your Excellency that until the sending [Page 772] of an ambassador by Spain your Government regard Mr. Cardenas, who up to now has been our unofficial agent in your country, as Chargé d’Affaires of Spain.
