Department’s telegram No. 48, June 5, 6 p.m. The Commercial Attaché informs me that in his conversation with Guarnieri he did as a matter of fact point out that Section 303 of the Tariff Act does not concern merely exports effected at dumping prices but concerns in general exports of goods on which a foreign government grants bounties. Guarnieri however confined himself to his own theory of dumping.
