The Secretary of State to the Consul General at Shanghai (Gauss)

31. Department’s 13, January 9, 7 p.m.,25 in regard to Jewish refugees. The officers of the Inter-Governmental Committee on Political Refugees held a meeting in Paris at which there were present the representatives of the six governments with officers on the Committee, including Mr. Taylor, the American representative, and Mr. Rublee, Director of the Committee. The following pertinent paragraph from a report of the meeting from Mr. Rublee and Mr. Taylor (telegram 134, January 23, 5 p.m., from Paris25) is quoted for your information:

“The only point extraneous to the German negotiation which was discussed was the question of the dumping by German and Italian ships of refugees in great numbers at Shanghai. Mr. Rublee was requested to bring this matter to the attention of the German Government in the course of his conversations and to point out that it was creating a serious problem”.
