607. Personal for the Ambassador. Your 1493, August 12, 4 p.m. Admiral Stark65 will transmit immediately to your Naval Attaché [Page 532] suggested text. Your Attaché will be instructed to communicate this text to you. I suggest that you thereupon take it up personally with the Prime Minister and, if it proves acceptable, arrange for the manner in which it should be signed. Your Naval Attaché will be authorized to sign it as a routine matter. I earnestly recommend, in order to avoid any possible leak, that no individuals other than those mentioned be apprized thereof.
