Embassy’s 1334, July 20, 2 p.m. The Department approves the stand you have taken regarding the interpretation of paragraph 1 of Article VI and appreciates the efforts you have made to persuade the French authorities to accept this interpretation. The French interpretation is of course entirely unacceptable. We would, however, prefer to avoid further argument on this question until public notice of intention to negotiate a new agreement has been issued. The Department also appreciates your successful efforts in obtaining assurances on base period information and qualitative restrictions.
