The Albanian Minister (Konitza) to the Secretary of State
Washington, April 8, 1939.
Sir: Supplementing the protest that I had the honor to make to you yesterday by word of mouth against the unprovoked and brutal aggression of which Albania is the victim on the part of Italy,—I have received further instructions from the Albanian authorities this [Page 390] morning directing me to enter a new protest against the violation of existing treaties signed both by Albania and Italy, one of them being the Kellogg Pact.34
