The Secretary of State to the Minister in Ireland (Cudahy)
19. Your 25, 7th. Unless by “testimony” in your telegram September 582 is meant signed statements by officers and American passengers, [Page 288] it is considered desirable that such statements should if possible be obtained from any of the American passengers who may be available and who have first-hand information whether the attack was by a submarine. Such evidence is deemed essential in establishing claims of American nationals for death and injury resulting from the disaster.
