The Chargé in the Soviet Union ( Kirk ) to the Secretary of State

210. My 204, July 28, 11 a.m.17 A Tass report in today’s Pravda states that on July 29, 4 p.m. two Japanese-Manchurian detachments crossed the Soviet frontiers and attempted to occupy the heights 2 kilometres to the north of Lake Khasan but were driven out by Soviet border guards after a skirmish which resulted in some killed and wounded on both sides. The report continues that the Soviet Chargé d’Affaires in Tokyo has been instructed to make a firm protest to the Japanese Government, to demand punishment for those guilty and also to warn the Japanese Government that the Soviet Government holds it fully responsible for the consequence of the action of its functionaries in Manchuria.
