488. General statement. Our 487, July 25, 5 p.m., via Shanghai, Changkufeng incident. My German colleague16 who from his former [Page 459] position as Military Attaché enjoys the closest relations with the Japanese military told me this morning that high Japanese officers have informed him that they want no trouble with Soviet Russia at present because they are too much occupied in China and that no broadening of the incident will be permitted to develop.
