Memorandum
The Belgian Government has taken note of the declaration which the Government of Manchukuo made on November 5, 1937, on the occasion of the signature of the treaty relating to the termination of extraterritoriality between Manchukuo and Japan as well as of the interview which Mr. Chuichi Ohashi gave to the press on the subject of the status of foreign nationals in Manchukuo.
The Belgian Government cannot admit that the treaty of November 5, 1937, can have as a consequence the abolition in Manchukuo of the privileges of extraterritoriality which Belgian nationals enjoy by virtue of the treaties always in force.
