Memorandum by the Chief of the Division of Far Eastern Affairs (Hamilton)

The new Counselor of the Belgian Embassy, Baron Herve de Gruben, called and left with me the attached paper90 as an informal memorandum indicative of the views of the Belgian Government toward the declaration of the “Manchukuo” government in regard to the abolition of extraterritoriality in Manchuria. Baron de Gruben referred to the fact that some time ago we had furnished the Belgian Ambassador information in regard to the attitude of this Government toward the question of extraterritorial jurisdiction in “Manchukuo”.91 Baron de Gruben said that the Belgian Government had made known its views in the matter to the “Manchukuo” authorities. In reply to inquiry, he said that the Belgian Government had made no approach in the matter at Tokyo.
