68. Your 93, February 9, 10 p.m., via Shanghai.93 Department feels that, as representations in regard to some of the laws mentioned in your telegram under reference have been made, and as our general position with regard to laws of this kind which violate the “Open Door” principle has repeatedly been brought to the attention of the authorities at Hsinking and at Tokyo, and as we have registered at both places emphatic objection to any attempt on the part of the authorities of Manchuria to exercise jurisdiction over American nationals and made full reservation with regard to the treaty rights of the United States and its citizens, no useful purpose would be served by further action by this Government at this time.
