The Consul at Dairen (Turner) to the Secretary of State

I am informed in confidence by my German colleague that Hitler’s decision to recognize Manchukuo comes as a surprise to him and to Knoll, Reich trade representative in Hsinking, and is contrary to their recommendations. He hazards the opinion that the German Foreign Office is equally taken by surprise.
