The Secretary of State to the Chargé in Estonia (Leonard)

3. Department desires from you suggestions by telegraph with respect to tariff concessions that this Government should, in your [Page 267] opinion, request of the Estonian Government in the course of negotiation of a trade agreement on products of which the United States is an important supplier. Your suggestions should be justified briefly by data with regard to the Estonian market for each commodity concerning which you make a recommendation and to the principal competitors of the United States in that market. Your telegraphic report should be supplemented by a more complete discussion by despatch which should contain such recommendations as you may care to make with regard to any provisions which in your opinion should be incorporated in an agreement with Estonia. In any necessary contacts with the Estonian authorities or the trade you should avoid disclosing the purpose underlying your inquiries.
