The Chargé in the United Kingdom (Johnson) to the Secretary of State

My 605, September 23, 7 p.m. When I saw Cadogan63 today he mentioned the fact as reported in the press today that the British Chargé d’Affaires in Rome has been instructed to tell the Italian Foreign Office that the British Government has been fully informed of the conversations at Geneva between Monsieur Delbos and Signor Bova-Scoppa, and to explain that the British Government was in full agreement with the proposal made by Delbos that steps must be taken by means of tripartite discussions between the British, French and Italian Governments, to deal with the problem of foreign intervention in Spain. Foreign Office hopes that a helpful step may have been taken toward the solution of the Spanish problem.
