The Secretary of State to the Ambassador in Peru (Dearing)

46. Last paragraph of your despatch No. 4756, October 11,⁴³ indicates commercial agreement with Great Britain not to become effective until ratification although as special concession Peru is now allowing British goods to enter under duties in old tariff. It is noted that the first protocol of the agreement states that pending exchange of ratifications, Articles 4 and 5 enter into force provisionally October 9. Kindly telegraph whether protocol now operative and if so its relationship to special concession mentioned.

Also please ascertain from Customs authorities without approaching Foreign Office whether American goods are being given benefits accorded Great Britain in recent commercial agreement or by special concessions.
