The Ambassador in Brazil (Gibson) to the Secretary of State

93. The Brazilian Foreign Office has been informed by Aranha19 that the United States Government is prepared to recognize the new Paraguayan Government, basing its action upon information received from the American Minister in Asunción to the effect that Colonel Franco is making a determined effort to eliminate all extremist elements from the Government and has also signified his willingness to respect all commitments undertaken by Paraguay at the Chaco Conference.

The Brazilian Government proposes to accord recognition simultaneously with the United States.
