The Minister in Paraguay (Howard) to the Secretary of State

27. The Minister for Foreign Affairs invited the Brazilian Chargé d’ Affaires, the British Chargé d’Affaires and myself separately and by telephone to call at the Foreign Office today and tomorrow. The Brazilian and I have declined to go. I do not know what action will be taken by the British representative who at the moment is not at his Legation.

Howard
