The Minister in Nicaragua (Lane) to the Secretary of State

Sir: Referring to the Department’s telegram No. 16 of February 24, 9 p.m., in regard to the attitude of the United States Government towards Nicaragua’s proposed denouncement of its most-favored-nation agreements with other countries, I have the honor to report for the Department’s record that this morning the pertinent portion of the communication under reference was read twice in Spanish by Mr. Warren46 of this Legation, in presence of Mr. Eay and myself, to the Nicaraguan negotiators, including Dr. Leonardo Argüello, Minister [Page 810] for Foreign Affairs, Dr. Francisco Castro, Minister of Hacienda, and Dr. Federico Sacasa.
