5. Your No. 8, January 28, noon. The Department does not consider that its having furnished the Nicaraguan Chargé d’Affaires for his own information and at his repeated request a copy of Schedule I should have any effect on your conduct of the negotiations. Since direct conversations have now been delayed in starting almost 6 months, the Department perceives no particular reason for delaying longer the presentation in writing of our desiderata. This procedure was followed in each of the other Central American Republics and [Page 788] was only omitted at the outset in the case of Nicaragua because of the Department’s desire not to delay the opening of direct conversations.
