Department’s telegram No. 15, January 29, 7 p.m. and my reply No. 15, January 31, 1 p.m. Nothing further on the subject from the Foreign Office excepting a verbal inquiry from Mr. Sierra as to whether the filing of memorials by the American Agent on February 1st would constitute a termination of the negotiations. Please telegraph instructions.
If the negotiations are to be terminated I believe formal notification to this effect should be given.
