Sir: Attached is a copy of an informal memorandum51 that has been prepared for use by Ambassador Daniels when he returns to Mexico City. The Ambassador thinks, and the Department concurs, that you might tactfully employ portions of the memorandum in an informal conversation with Mr. Sierra52 prior to the Ambassador’s return, in order that the Mexican officials may be giving the matter further thought preparatory to a definite termination of the negotiations at an early date. It is particularly desirable that Mr. Sierra should be tactfully told that we do not feel that we can postpone beyond February 1 the beginning of the filing of memorials.
